Release Clipper version for ChimeraX with Python 3.11

Description

It would be useful to have Clipper available on the Toolshed for ChimeraX daily builds (which use Python 3.11). This would help make sure it is available and working correctly when ChimeraX 1.7 releases in December 2023.

Mike Schmid, a cryo-tomography researcher at Stanford Linear Accelerator was trying to use Quest VR which is only available ChimeraX daily builds, but wants to show maps calculated from .mtz files done by Clipper. Not having Clipper working with the daily builds prevents this. I backported the Quest tool to ChimeraX 1.6. But I think our strategy on high utility stuff like Clipper would ideally be to keep it working with daily builds so that users of new features that are only in the daily build can still access the standard capabilities.

I know this maintenance is extra work on top of way too much other work!

I have Clipper and ISOLDE working in the daily builds, so putting up dev
versions won't be a problem once I'm back in the office.

I put up builds for Windows and Linux, but Mac builds are currently blocked
by #9861 (kinda - I could put Clipper up and it would install correctly,
but ISOLDE would fail to install because ChimeraX's internal call to `pip
install` is using the Python executable which doesn't seem to know about
the user bundle directory - see
https://www.rbvi.ucsf.edu/trac/ChimeraX/ticket/9861#comment:7). On the
other OSes ISOLDE installs, but there is some related flakiness that
worries me (see #9873). Will hold back on putting up a Mac release until
those tickets are cleared.
