Done.
Important to note that holding the ctrl key and then clicking the mouse does selection mouse mode. But clicking the mouse and then pressing the ctrl key does rotation about z. So the order of the mouse click and ctrl key modifier effects which mouse mode is used. The mouse mode is chosen when the mouse press happens and if ctrl-click or shift-click or alt-click is bound to a specific mouse mode, the modifier key is checked when the mouse press happens and then it stays in that mode until the mouse is released.
Note that this rotation/translation plus ctrl key to restrict to z axis is very similar to the existing rotation/translation plus shift key swapping rotation and translation. Both shift and ctrl can be used together.
The ctrl and shift modifiers in the rotate/translate modes applies to all the rotate/translate modes including the ones that act just on selected models, or clicked models, or selected atoms.

One of the other advantages of this (locking a model) is that it also allows for repositioning of other models in the z direction - z translation of models in ChimeraX is (I think?) not possible, and in Chimera z translation was very convenient, allowing quick repositioning of a model into a map with a couple of quick motions
