Make 2d labels a model shown in Model Panel

Description
Make 2d labels a top-level model. Currently 3d labels are a model but not 2d labels. This would be nice for easily hiding all the labels. Could even have each individual label as a submodel on a "2D labels" top level model so each label could be shown or hidden with model panel. Could have the color and transparency commands work on 2d labels.
One technical issue is that a 2d label is an overlay and currently all "models" are positioned in 3D and are not overlays. Probably could overcome this restriction.
