For most formats, this would get translated into a UserError, but because PDB format accepts a stream as input, the open() call occurs in a different place and doesn't get caught. I can definitely translate this into UserError in the daily build. Opinion about 1.5?

If we haven't seen this before and the problem has existed forever then I would just fix it in the daily build since it must be very rare.
