Yep, looks like the user clicked a recent file thumbnail image and did not have permission to read it. That is pretty rare since it got into the file history because they read or wrote it before.

When I test in daily build it gives just the permission error with no traceback and no report a bug button. So I'd say it is fixed. The logged message in the daily build is plenty clear
