The following bug report has been submitted:

Description
help command does not show documentation in browser for abbreviated commands if they have only subcommands.  For instance,

help measur
-> shows usage

help measure
-> shows help browser.

There are many commands with only subcommands.  These should show the help browser even when the command is abbreviated.
