Improve move selection mouse mode

Description
Currently there is a translate selection and a rotate selection mouse mode, one of which can be bound to the right mouse button. I'd like the move selection capabilities with the trackpad using multitouch or space navigator. We can do this by having "move selection" be an option of the standard rotation and translation modes. This is also nice because both rotation and translation will be possible by switching this option. Change the toolbar translate and rotate mode buttons to a single toggle button to control the move selection option.
