toggle-transparency map icon doesn't toggle transparency in some cases

Description
For testing, I have 3 models: atomic, volume1, hidden volume2. If there is a selection but only in the atomic model, the toggle-transparency icon makes volume1 transparent (I was testing whether it would do anything at all if the selection was only atomic), but clicking the icon again does not toggle it to non-transparent, i.e. volume1 just stays transparent. Only if volume1 is actually selected does this icon toggle it both ways, transparent and non-transparent. Also it is confusing that the status message keeps saying "Set transparency of two surfaces" when it is only changing the transparency of volume1 which just looks like one blob to me.

Fixed.
If there are selected surfaces then the transparency icon works on those, otherwise it works on displayed surfaces. It wasn't following that rule correctly when a non-surface was selected but I have fixed it.
Another thing to note, if the selected surfaces include some transparent and some opaque then it switches all to opaque. It only switches to transparent of all the surfaces it is operating on are opaque.
In the 1 model, 2 volume situation you describe I always get status message that 1 surface was changed.
