Hi Guarav,
	Thanks for reporting this problem.  The error indicates that you don't have permission to read the file containing your command history for some reason.  Normally, you would find the location of that file by using commands, which is a little awkward in this case.  I have attached a Python script which, if you open it in ChimeraX with the File→Open dialog, will print the location of the command history file to the log.  Then use your Windows file browser to ensure that you have permission to read that file (and all the folders in its path).
