Animation precession action seems wrong

Description
A cycle (I assume that is what "count" means) of precession does not return to starting point. Session attached. I have one scene on the animation timeline followed by 5-count precession and what you get at the end does not match the scene. You can see that by clicking the scene thumbnail in the Scenes tool after playing through the animation timeline.
Also scrubbing to the beginning does not correctly restore that scene. It just stays at what you got at the end of the precession. The only way to correctly restore the scene is with scenes directly (e.g. clicking the scene's thumbnail in the Scenes dialog). Somehow Animations thinks the precession action returns to the starting point, even though it didn't, and will never restore the real starting point with the scrubber.
The bigger the precession tilt setting and the greater number of counts, the farther off it gets.
Please also check if the axis is correct, I cannot tell by eye.
