Make stacked icons more compact or allow unstacking

Description

Due to spacing issues, with all text labels removed stacked icons make the toolbar taller than their unstacked counterparts. So, either somehow address the spacing issue or have an option to unstack icons.

I believe the stacking issue is taken care of. When the button labels are removed, the stacking goes to two high with tiny icons, so the vertical space used for the stacked icons is limited to the height of the regular icons. There is still apparent extra space below the icons, but it is unclear where it is coming from.
