Make bug reporter discourage anonymous reports from old chimerax versions

Description
Add a sentence to Bug Reporter that says we will not evaluate bug reports from older ChimeraX versions with no email address. If bug reporter can figure out the most recent ChimeraX version from past toolshed queries then leave out this sentence if the user is running the most recent ChimeraX.
We will be changing the CGI script that receives bug reports to drop anonymous reports from old versions to lower the burden on Eric evaluating mostly duplicate reports.

I added the text "Bugs in older ChimeraX versions will not be evaluted unless an email address is provided." to the Bug Reporter panel if the user has not filled in their email address (which is remembered in settings) and they chose not to be reminded about newer ChimeraX versions.
ChimeraX checks for newer versions every week and shows a newer version dialog if one is found. The user can uncheck a "Remind me later" button for a specific newer version. I think most users who do not choose to update to the newer version will uncheck the remind me, so they are not bothered every week. When they uncheck the remind me button it records the newer version that they don't want to be reminded about in chimerax core settings. Bug reporter checks if they are ignoring newer versions and only adds the warning about not evaluating old bugs if they are chose not to be reminded of a newer version.
