"devel install" cannot link OpenMM.lib

Description

In Windows, the OpenMM .lib files are currently placed in \path\to\ChimeraX\bin, which isn't in the bundle_builder library path.

Bumping this, since it's still an issue as of the 0.91 release candidate. It's not a huge issue since it only affects *building* of bundles. Can be trivially fixed by moving OpenMM.lib to ChimeraX\bin\libs.
