- Docs in bundles will use same directory hierarchy as core docs
- We won't move current core documentation to bundles
- help command currently finds bundle docs

- Only UUID-access-time pair is tracked right now
- Metering can be done in toolshed (tool invocation) and cli (command execution)
- Toolshed (Django) handles both GET and POST so data size is not an issue
- Need to implement auto-extension of registration
