Mouse wheel translate does not move clip planes

Description
Mouse wheel translate mode should cause near and far clip planes to move through the model but instead it behaves like zoom where the near and far planes are fixed relative to the model.

Fixed.

Mouse wheel translate should do a z-translation which should behave differently from mouse wheel zoom in the near/far clip plane behavior. Both translate and zoom modes were keeping the clip planes fixed relative to the models. Fixed translate so the clip planes move through the model when translating in z.
