Description
If the Side View _and_ Rapid Access are showing, then scrolling any HTML-based view (e.g. log, help viewer) causes the _entire_ window containing that HTML view to flicker badly.

This is on a Mac. Don't know if the behavior is the same on Linux/Windows or not.
