ChimeraX was trying to show the Bug Reporter panel because the previous run of ChimeraX had crashed and it was going to let you report that crash. But when trying to collect basic system information from Windows it crashed again. It was using the Python WMI package to get the operating system version, CPU type and language setting. This appears to be a bug in WMI, the latest WMI version 1.5.1 is from April 2020.
This WMI crash has been reported 2 times before, #5419, #6497.
Not much we can do about it except to remove WMI and not include the Windows system information in the bug reports. Greg Couch has said in the past that it is very useful to have the windows system info and since it works in almost all cases I think we should leave it as is. Hopefully a future version of WMI will fix the issue.
