Just want to clarify, you don't need to restart if you specify the file format (i.e. 'format' keyword on the command line or adjusting the file filter on the open file browser). This can also be reproduced with the tutorial bundle for adding a file format.

I don't think you always had to restart to have the open command detect the format, but it has been this way for a very long time.

Installing an uninstalled bundle was creating a duplicate copy of the data formats it defined.
