Tried again, this time on a Windows machine (snow). Still no dice.

The tab position is just a warning.  The reported error is because they somehow tried to close Basic Actions multiple times and I guess it was already closed so the tool management code did not find the key in the tool dictionary for it.  Maybe that means they press the close button on the window frame and the callback to close it happens successfully but the panel does not disappear, so they are able to click the close button multiple times and the subsequent times produce an error.  Just a speculation.
