Toolbar buttons not added when bundle installed

Description
For a bundle that declares toolbar buttons in its bundle_info.xml, is there a way to create those buttons when the bundle is first installed? Failing that, is there a neat mechanism to tell the user, "please restart ChimeraX before using this bundle"? At the moment, people who try to start ISOLDE 1.4 immediately after installing get a traceback because its ribbon menu doesn't exist.

Thus would seem to be a bug in the toolbar bundle. My reading of the toolshed code indicates that all relevant managers (i.e. the toolbar manager in this case) are called when a bundle is installed. The fact that the toolbar manager doesn't add the buttons would be a bug in that manager.
