Have undocked tools forward keystrokes to command line

Description
A minor annoyance: whenever a non-docked `ToolWindow` instance has focus, key-presses no longer go to the command-line. I realise this could get a little complicated because some tools may *want* to interact with the keyboard, but for those that don't is there a way to get them to forward key-presses to the main ChimeraX GUI?

Hi Tristan,

We explicitly prevent floating windows from forwarding unused keystrokes because they don't forward all keystrokes (e.g. Delete) and because Google sign-on (via the typically floating Help Viewer) forwards *just* the Return key (well, and shift/control/other non-printable).
This probably needs to be rechecked now that we've moved to Qt6 -- maybe forwarding could be re-enabled.

I just retested and Delete key is now forwarded, but the Google sign-on behavior remains the same. So I will get around to re-enabling this for the 1.5 build and add code to prevent forwarding from the Help Viewer only.

Well, sort of fixed. I re-enabled keystroke forwarding for non-Help-Viewer floating tools, though some floating tools mysteriously continue to not forward keystrokes (from the half dozen I tried: Altloc Explorer and Color Actions). I looked over the Color Actions implementation and nothing jumped out.

Got it working for Color Actions et al by having the tool's ui_area accept keyboard focus. Not 1000% certain there won't be detrimental side effects, but will be on the lookout.
