Sequence Viewer scrollbar does not adjust for change in panel height

Description

E.g. show some alignment, then add a header. The scrollbar no longer allows seeing the very bottom part of the alignment, at least on my 2015 mac laptop with Intel graphics, in case that matters. Tested in UCSF ChimeraX version: 1.3.dev202110110902 (2021-10-11)
