toolshed uninstall should be able to unistall user bundles that supercede system bundles

Description
For example, if the UI bundle is installed from the toolshed, then it should be possible to use "toolshed uninstall" to remove it. Right now, it is denied because other bundles depend on it. The removal would need to be done the next time ChimeraX starts up.
