Description

It would be desirable for a user to be notified of new ChimeraX releases, separate from Toolshed updates, and even if Toolshed update is set to "never". Related to this, eliminate the reregister-after-365-days-with-no-Toolshed-contact behavior.

Added additional toolshed settings to control how often to check. Dialog pops up if there are newer versions available.
