i am not able to open a chimera session stored from chimera 1.3 version with 1.2 version

In general a session saved in a newer ChimeraX version will not open in an older version because the new ChimeraX saves state that the old ChimeraX did not know about. Saving a session in older ChimeraX should always open in a newer ChimeraX.
Still we try to allow newer sessions to open in older ChimeraX where possible. Your error is because the new ChimeraX saves scalebar information that the old ChimeraX does not know how to deal with.
I've improved the 2D label ChimeraX code so that in the future if new 2D label capabilities get added after ChimeraX 1.3 they will just be ignored by ChimeraX 1.3. This does not fix the ChimeraX 1.2.5 that you are using.
