Description
Greg says these do the same thing as --tools and --notools even though --usedefaults is supposed to ignore user settings and use factory defaults (as documented).

Not sure if I'm the right person for this. This will need to be grafted into Eric's modifications of the settings system. Whoever gets to it first.
