RFE: better defaults for "color electrostatic" colormap

Description

Currently default is the same as "color sample", to map red-white-blue across whole range of values found. For electrostatic potential, a better default would be white=0 and reasonable magnitudes for red and blue, say range -10,10.

Fixed.

Made default range -10,10 for color electrostatic. Also made Surface Color tool fill in -10 to 10 value range when the method is changed to color by electrostatic potential and values are not already filled in.

In ChimeraX 1.3, not in 1.2.
