What launches the Updates tool? The error in this ticket implies that it starts before the main window is ready. Is that true?

The updates are shown when the the TOOLSHED_OUT_OF_DATE_BUNDLERS trigger is activated. That happens during the (asynchronous) updating of the available bundles. There is code to delay the trigger from being activated until the ui is "ready". Will look closer.
