Description
Minor thing, but I think the behaviour of commands that take a `ResiduesArg` is currently a little counter-intuitive with respect to the ~ operator. If I do:

someCommand ~sel

... then my natural assumption would be that `~sel` excludes all residues with *any* atom selected, but it actually only excludes residues with *all* atoms selected.

Yes, ~sel is problematic for commands that expect residues or models. The problem is that selection status is only directly noted for atoms, bonds, and pseudobonds. Selection status of residues and models is derived from that. So for ~sel, the lower level atomspec parser returns the set of atoms that are not selected and the higher level argument parser takes that set and computes residues or models. So for partially selected residues or models, there are still some atoms after inversion and they wind up being included in the returned list of residues/models.

So while this is indeed a problem, it is unclear exactly what we can do about it. Keep in mind that ~sel might be part of a more complicated atomspec like ~sel & protein. It might be possible for the atomspec parser to note that the outermost part of the spec was an inversion (i.e. ~sel or ~(sel & protein) but not ~sel & protein) and the ResiduesArg/ModelsArg would check that and behave differently if it was set.

Monkeyed around with the highest layers of the parser so that ResidueArg et al could determine if the "outermost" operator of the atom spec is '~' and behave differently if it is.
