Tether atom spec balloon wrong

Description
The cartoon tether drawing doesn't report its identity properly on mouseover. If I open 6vsb, show cartoon and all atoms, and hover over any of the tether cones connecting back to the ribbon, the tooltip always says "/A ALA 27".

Fixed.
Tethers never had support for showing atomspec balloons, they were just ignored. But I introduced a bug when optimizing ribbons where a pick giving a tether triangle incorrectly thought it was a ribbon triangle. It is back to ignoring tethers now.
Might be nice if a tether mouse over showed a balloon for the connecting atom. You could make an enhancement request if you think that is useful -- not going to do it now right before 1.0 release.
