My email containing the ideas for making uninstalled formats accessible:
[Deleted question about whether uninstalled formats should be shown; Info.plist already includes uninstalled formats]. If the user actually tries to use a regular "open" or "save" command for such a format, it will log an error with information about obtaining the format from the Toolshed.
If they were listed in the Open/Save dialogs, I think the "options" area would say that the format is available on the Toolshed with a link. The problem with that is that only the Save dialog has an options area. I guess the Open dialog would have to allow the user to go through the whole process of trying to open the file and then rely on the "open" command to give the feedback.
If they are listed in "open formats" and "save formats", they would have to be marked up in some way as being uninstalled (maybe an asterisk).
