Provide install of bundles from .whl files when Toolshed web site is down

Description
It would be very useful if bundle .whl files could be installed in a simple way when the Toolshed web site is down (such as now when the https certificate expired, or when our servers are unexpectedly down).
Also we frequently make modified bundles for one collaborator to test where we don't want to put that special experimental version on the Toolshed but would rather send the experimental .whl file to the collaborator to install.
The simple mechanism could be simply opening the .whl file in ChimeraX. It should install in the "Just for me" location. It should say if dependencies are not found so the user can install those .whl files.
To handle long term outage of the toolshed web site we could place all .whl files on another web site for users to download and provide instructions for how to do the manual install.
Currently Jozef Lewandowski is trying to test updated ISOLDE with VR support but is unable to because the Toolshed is down. Bug #2672
