Description

In order to make it less onerous to deal with bugs for third-party tools, need two things (for now):

1) A page that maps tool names (and possibly version numbers) to author names/addresses. For this purpose I don't think we need version numbers since authors don't vary on a per-version basis.

2) Automatic Trac permission access for those authors.

Part 1 is done. There is now a "Bundle Developers" link at the bottom of the page.

For (2), until there is actually a high volume of new developers, just add them manually using trac-admin (google for "trac-admin add user").
