Description
If I open Animations Settings I can't do anything else. Tried opening the Help but then I couldn't even scroll it. So the main complaint is that this dialog should not be modal.
A secondary complaint is that the Help button on the Animations Settings should not go to the top of the help page but instead use this name anchor:
help:user/tools/animations.html#settings
