Seems they are trying to start VR with Intel graphics which almost surely is not capable of running VR. This online post says the 499 error means

"Couldn't set up a video encoder. Your GPU may not be supported, or you may need to update your computer's graphics driver. (499)"

Maybe an updated pyopenvr would give a better error message.
