Don't report known crash if no email provided

Description
In ChimeraX 1.9 we had crash reporter detect known crashes and report that it is a known crash and how to avoid it. Unfortunately many people still press the Report button with no email which is useless. So when they press the report button we should not send the crash report. Would be nice to instead replace the "Thank you" message in that case explaining we are not accepting additional reports of known crashes with no user email.

Fixed in ChimeraX 1.10.
If user presses Submit button on bug report dialog showing a known crash it now gives a message saying that email address is required if they want to discuss a known crash with us.
