The Surface Color panel can only display color palettes of 8 or fewer colors. Old ChimeraX versions like the one you are running gave an error when it tried to show a palette with more than 8 colors. That was fixed a year and a half ago. So get a current ChimeraX version to fix this. The fixed version will still only show the first 8 colors, so not perfect.
