When this happened to me on sussex on Monday, the recipe was to reinstall the pips prerequisite. You can also remove prereqs/cxservices, which is now defunct. To check that it actually fixes the problem you will have to edit your saved core settings to remove the check-for-newer-version-date setting.

Glad to hear that it is already fixed. I see my development build on my laptop has not been remade from scratch since July 25. I need to rebuild it more often to avoid rereporting these fixed bugs.
