Description
Looks like both Horos and 3DSlicer windowing mouse modes use vertical drag for window level and horizontal for window width. ChimeraX windowing mouse mode has it the other way around currently and perhaps should be swapped. (However, zooming in Horos is also opposite direction so not everything will be the same.)
Reclassify/prioritize as desired...

Fixed.
Made vertical drag do leveling and horizontal do windowing. Still only does one or the other based on whether the vertical or horizontal motion is bigger.

At least in Horos (not sure about Slicer) a diagonal drag does both things. I find that difficult to deal with, but maybe others would want that behavior.
