Make volume threshold change on histogram issue command

Description
When user changes volume contour level or solid rendering transfer function with volume viewer gui issue a command equivalent to the change when the button is released. This will allow VR meetings to mirror these changes for all participants.
Also make contour level mouse mode issue a command on button release.
