Updating to pyopenxr 1.1.3601 breaks ChimeraX OpenXR

Description
ChimeraX OpenXR does not work if I update to PyOpenXR 1.1.3601 and try to use SteamVR 2.6.2 saying the OpenXR API 1.1.36 is not available.  That OpenXR version was released April 15, 2024.  I was not able to find what OpenXR this SteamVR supports but SteamVR 2.6.2 (most recent) was released May 24, 2024.

Also tested pyopenxr 1.1.3601 with the latest Meta Quest Link app version 68.0.0.433.361 and ChimeraX also says it does not support the OpenXR 1.1.36 API version. But ChimeraX 1.8 using pyopenxr 1.0.3401 and using OpenXR 1.0.34 (Feb 2024) API version works.

Looks like the best solution is to just not update pyopenxr until Meta and SteamVR catch up.

Another option would be to use the newer pyopenxr but request the older OpenXR API 1.0.34. I don't see a good reason to do that.

For now documented why pyopenxr is pinned to older 1.0.3401. Can revisit in the future when Meta and SteamVR support OpenXR 1.1.36.
