VR gui panel does not work hidden on desktop

Description
If the VR gui panel on Windows 10 is iconified or another application is on top of it, then hand controller clicks on the panel in VR do not register.

VR now shows each ChimeraX tool and a separate pane and those panels work in VR even if they are covered on the desktop by another application. Just tested it with Firefox web browser coving ChimeraX main window completely.
If ChimeraX is iconified then the VR panels do not work and clicking on them makes them show as blank single color in VR. That seems like an acceptable limitation.
