AddH adds spurious hydrogen to dangling 5' phosphate

Description
Analogous to a dangling N-terminus, it's reasonably common to see RNA/DNA breaks with a dangling P(OP1)-OP2 group at the 5' end. AddH currently adds a hydrogen here. Would be better to leave it bare, as in the peptide chain break case.
