Hi CY,
The Chimera Togl GNUmakefile
http://plato.cgl.ucsf.edu/trac/chimera/browser/trunk/foreign/Togl/GNUmakefile
imports other makefiles (common.mk, foreign.mk) which are located in the
chimera/mk directory

Those files set paths to libraries (like OpenGL). Mesa is not needed
but OpenGL header files are required. The Chimera build system is
complex and you'll have to poke around if you want to figure out how to
compile the Chimera Togl library.
