4011	add ability to update bundle metadata of bundles in toolshed	Greg Couch	Greg Couch	When a bundle on the toolshed has incorrect dependencies, eg., Chimerax-Core>=0.1 when it doesn't work in 1.0, we need a way for us to update the dependency.  The dependencies are in two places: (1) in the wheel, and (2) in the toolshed database from extracted dependencies from the wheel.
