The data set list in the Volume Viewer dialog is in the order that the data sets were opened. The Model Panel lists data sets ordered by their id number. Usually these are the same order. But if you close a data set, for example with id number 0, and open another data set, then that new data set will get the unused model #0 (lowest unused id number) and will appear at the top of the Model Panel list, but at the bottom of the Volume Viewer data set list (since it was the last opened data set). There is no capability to change the order of either of these lists.
