Surfaces alone do not have enough information to write a DMS file. The corresponding structure needs to be open so that atom and residue names as well as atom positions can be written into the DMS file. The surface only has surface vertex positions, normals, and colors, which is the bulk of the DMS information but not everything needed.

I find that if I open the structure you provided with your bug report, then do Actions->Surface->show, I can then immediately use WriteDMS successfully.
