Hi Mary,
First you have to choose one or more models in the left side of the Model Panel with the mouse, then the function buttons will become available. When no models are chosen yet, only "activate all" is black.
Sorry, there is no savesphgen command. There is only a "save sphgen" function in the Model Panel, and it is only shown after you have already opened a sphere file in Chimera. However, an example sphere file is provided (see links below) so that you can make this button appear, in the case you wanted to save some atoms from a PDB file in the sphere format:
